 Michigan is the only state that has full local control of its roads through County Road Commissions. It has also been reported Michigan has the worst roads in America....  

A county road commission is a governmental agency comprised of staff and a three (3) or (5) member board of directors.  Michigan has 78 county road commissions and six county road departments that fall under the direction of the county commission branch of local government. ​​ In 2012 Gov. Snyder signed legislation to allow county commissions to absorb road commissions to streamline government, bringing better accountability and efficiency to local government agencies.
